Organization Profile

MEPZCEM Chamber Inc. or the Mactan Export Processing Zone Chamber of Exporters and Manufacturers was organized in 1984 in Mepz 1 with six (6) member companies.

Today, the chamber has grown its membership to 157 companies and support groups and has expanded to other zones in Mez 2 and Cebu Light Industrial Park in Mactan, Cebu Business Park in Cebu City, MRI in Danao City, New Cebu Township One (NCTO) in Naga City, WCIP in Balamban, Cebu and PASAR in Isabel, Leyte. We have not changed our name to remind us of our humble beginning.

The organization aims to promote the general welfare of its member companies, their employees and the community where they are located. It is committed to the professional and effective delivery of business assistance services primarily to its members and the Cebu business community. It advocates for the simplification and decentralization of PEZA, BOC, DENR, and LGU rules and procedures, spearheaded various projects on automation, energy and environment conservation and community relations.

MEPZCEM is the umbrella organization of seven associations in the economic zones namely: 1. Mepz Human Resources Assn (Mepz HRA), 2. Mepz Purchasing Management Assn (Mepz PMA), 3. Mepz Traffic Assn (Mepz TRA), 4. Mez Security and Safety Council Inc. (Mez SSCI), 5. Association of Mepz Controllers and Accountants (AMCA), 6. Mez Facilities, Maintenance and Environmental Assn (Mez FAMEA) and 7. Mez Information Technology (Mez IT).

MEPZCEM has worked with PEZA, various NGOs and other government agencies in seeking solutions to support the various requests by our locators such as cheaper and more reliable power, adequate water supply, 24×7 regular support by Customs and other agencies.

MEPZCEM members have enthusiastically implemented various automation projects introduced to the economic zones.

MEPZCEM, through its associations have been very active in relief efforts for victims of natural nationwide calamities in the past like typhoons and earthquakes and in local disasters such as fires providing funds and labor from the workforce of members.

Early 2020 the world has faced a new and formidable calamity called Covid-19. We have exerted utmost efforts to combat this invisible predator. We held massive information drive by hosting webinars inviting experts. In response to the Lapu-Lapu City government call’s for donations, our members have donated food, milk, PPE’s and other essential supplies.

Our member companies have provided shuttle services to its employees. On top of this, we are working with PEZA, Lapu-Lapu City, bus companies, and other government agencies for affordable yet safe modern bus services for MEZ.

Our member companies work hard but also play hard through their organizations in the form of  Sportsfest, ERT competition, Fun Run, Golf Tournament, Pursuit of Excellence, etc., bringing about unity among its members and to promote strong relations with its business partners.

Funds raised in these events go to its community outreach projects such as adopt-a-school programs to rehabilitate the school’s infrastructure, education, health, nutrition, etc.

MEPZCEM has a succession of energetic and dedicated leadership starting with Roger Lim of TMX Philippines Inc. Its current President is Lorena Baluran, Director, Phil Operations (Plant Gabriella) – Lear Automotive Services (Neatherlands) B.V.-Phl Br. Its Executive Director is Delia Suplig.

MEPZCEM envisions itself to be the leading, dynamic and progressive chamber in Region VII, Philippines, committed to the professional and effective delivery of business assistance services primarily to its members and the Cebu business community.

It envisions to responsively and meaningfully contributes to the economic and social well being of Cebu.

To promote and undertake programs and projects which are relevant to the growing and changing needs of Mactan and Cebu business community.

To ensure a mature and professional chamber organization serving as the nerve center in region VII.

To participate in programs and projects that contributes to the upliftment to the quality of life in Mactan and Cebu.

To promote and institutionalize linkages with Cebu business community & other local and foreign organizations.

The Chamber is organized to enhance the well – being of the business community of the Economic Zones in Mactan and Cebu. All necessary means of promotion and development as provided for in the purposes cited in the Articles of Incorporation shall be undertaken with particular attention given to the interests of all commercial, industrial and service sectors in the area.

It shall serve as the forum for the development of a consensus of the business community on matters of economic significance. It shall articulate the views, judgments, sentiments and combined wisdom of the local business community in Mactan and Cebu.

The Chamber shall conduct, assist in, and encourage the compilation of data, research and studies for use in the formulation and development of socio-economic plans, policies, programs and related activities.

The Chamber shall promote self-regulation among its members and provide for mediation and arbitration for prompt settlement of domestic and international business disputes, including Labor-Management issues, and for this purpose, shall avail itself of the appropriate expertise as necessary.
