SUBJECT: Power Update
1)ย ย Power Crisis due to the damaged line of NGCP.
MECO has communicated to PEZA about the damaged line. MECO has also sent a letter to ERC for waiver of line rental & other charges.
MEPZCEM has also sent a similar letter to ERC and has replied that a TWG is already working on it.
No definite timeline when the repair would start. Delay on repair would mean increase of power rate, power supply shortages, rotational brownouts, load shedding, etc. MECO however has not dispatched yet EAUC due to cold weather.
Focus of the previous investigations done at Lapulapu SP was the culprit and the cost impact instead of how soon the line will be repaired. Review and action should drive towards getting the commitment of NGCP on how soon they can repair the damaged cable. Contingencies should be defined should line 1 be overloaded..
Action items:
- PEZA to write to NGCP to get the status and request to fast track the repair.
- PEZA suggested MEPZCEM to create a position paper so this could help push for a discussion at the PEZA board where DPWH sits as a member.
- PEZA to invite MEZ I locators for a forum to address power supply issues by agreeing on a different rest day in order to spread the power supply allocation for MEZ. Maybe start with the big companies. This may also include MEZ 2 and CLIP.
2) MEZ 1 Power supplier contract renewal status and updates โ Contract will expire on April (CEDC), May (EAUC)2023
PEZA response:
- PEZA has assigned MECO to proceed procurement from IPPs (power supplier) and submit their corresponding bid.
- MECO is responsible for defining the terms and conditions.
- Meco indicated here are already suppliers that will take over but still subject to the selection process.
- Bidding is open to all power suppliers including CEDC and EAUC. Bidding results will determine whether CEDC and EAUC will still be the power supplier of MEZ I.
- Short term contract only, 2-3 years
PEZA advised that Psalm declined the request of MECO for power.
5) As requested, PEZA will include MEPZCEM in the MEZ 1 power supplier contract review. MEPZCEM and Famea will be part of the Bid and Awards Committee.
6) Power/water in MEZ1 rates are no longer competitive. See item 2 above for power. MCWD is working on desalination projects. Timelines later.
7) Hauling concern- request to tap multiple haulers to allow frequent pickup or collection.
PEZA response:
- Accredited only one hauler, MRC, for easier control.
- Have encountered some waste segregation issues (hazardous, special/solid waste), thus, hauler cannot pick up or collect the waste due to this.
- There were instances that hauler trucks will be filled up already before reaching succeeding locators. The uncollected waste will be scheduled on the following day. However, the schedule of that day is the priority.
- Hauler has a backup truck in case there is a need to field in one to support the uncollected waste.
- PEZA EHSD is also reviewing their performance. So far there is no issue.
- PEZA EHSD requested to communicate with them if there is an issue on hauling.
MEPZCEM Action Items:
1) MEPZCEM will check with the locator on the complaint details about frequency of pickup or if due to segregation issues.
MEPZCEM will provide the details to PEZA EHSD.
2) FAMEA will coordinate with PEZA EHSD re survey. Review contents of the survey if there is a need to modify, add or change so this would also be the basis of FAMEA on the information drive.
3) FAMEA to include an information or learning session re segregation during its GMM.
